(1). Telegrams of this nature, (i.e. relating to the

rebellion) except Press telegrams, sent from or

addressed to an address in Hongkong will be

eliminated:

(2). Press telegrame from or to an address in

Hongkong will be censored by the Censorate, who

in case of doubt will consult the Secretary for

Chinese Affairs. The principle to be observed

in this censoring is that facts, under which heading I include Proclamations which have been

issued in China, mey be passed; while comments,

sxhortations, manifestoes etc., not contained

in Proclamations, calculated to promote a

continuance or extension of disorder in China

should be eliminated,

(3). Telegrams in transit are to be dealt with on the

same principles as Press telegrams.

As a result of representations made at my instance by the Cable Companies the Chinese Telegraph Administration has made the concessions that foreign traffic (1.8. telegrams in which the senders and addresses:

are non-Chinese) between Swatow (via Amoy) and foreign traf- fic to Tunnen are accepted.

Foreign traffic from Yurman via Saigon has not been interfered with since the beginning of the

rebellion.

4. The Cable Companies have also made

representations with a view to obtain, the withdrawal of

the suspension of the international traffic with Canton,

and I trust that this may be successful.
